EU Rolls Out AI Act, Enforcing Strict Regulations on High-Risk AI Applications
Intelligence: The European Union has begun enforcing its AI Act, which categorizes and regulates artificial intelligence systems to ban those deemed as posing an "unacceptable risk" to citizens and society.

The AI Act took effect on August 1, 2024, with its first compliance deadline set for February 2, 2025, and categorizes AI systems into four risk levels: minimal-risk, limited-risk, high-risk, and unacceptable risk.
Unacceptable risk AI, including social scoring algorithms, behavioral manipulation systems, and certain biometric surveillance applications, is banned outright, with penalties for violations reaching up to €35 million or 7% of a company's annual global revenue.
Some banned applications are reportedly not widely used commercially, suggesting that compliance may not necessitate major changes for most businesses.
There are exceptions for law enforcement contexts, allowing limited use of AI for biometric surveillance and emotion detection under strict conditions.
The European Commission has established an AI Office for oversight and offers resources through the AI Pact, including best practices and compliance guidance.
Full implementation of the AI Act is set for August 2026, with further regulatory guidelines anticipated in 2025.

Anthropic Introduces Constitutional Classifiers to Combat AI Jailbreaks
Intelligence: Anthropic's Safeguards Research Team has developed a new method called Constitutional Classifiers to enhance the security of AI models against jailbreaks, achieving significant improvements in robustness while managing overrefusal rates.

The prototype system was tested against extensive human red teaming efforts, totaling over 3,000 hours of attempts, without a single successful universal jailbreak discovered.
Initial testing had high over-refusal rates and significant compute demands; however, an updated version resulted in just a 0.38% increase in refusal rates and moderate compute costs.
The system uses a "constitution" of permitted and forbidden content to filter harmful queries effectively. For instance, it allows safe queries (like recipes for mustard) while blocking dangerous content (like mustard gas recipes).
Automated evaluations showed that, without defenses, the jailbreak success rate for the model was 86%, but with Constitutional Classifiers, this fell dramatically to 4.4%, blocking over 95% of attempted jailbreaks.
Despite slight increases in computational requirements (23.7% more than the unguarded model), the advantages of significantly enhanced security make the system a promising advancement in AI safety.
The technique is designed to adapt swiftly to new jailbreaking methods, and while it may not eliminate vulnerabilities, it significantly raises the barrier for attackers.
