IRS Uses AI Tools to Combat Advanced Fraud Schemes Spurred by Technology

Intelligence: The IRS is ramping up its use of artificial intelligence in response to the increasing sophistication and volume of fraud schemes made possible by emerging technologies, including deepfakes and disinformation.

  • The IRS reports annual online payment fraud exceeding $360 billion, with check fraud rates skyrocketing.

  • Jarod Koopman, executive director of IRS Criminal Investigations (CI), highlighted the heightened efficiency and volume with which criminals can operate using AI.

  • The IRS is hiring specialists with expertise in cybercrime and international banking in AI to enhance its investigative capabilities.

  • AI is employed to analyze vast amounts of operational and third-party data, allowing the IRS to detect patterns indicative of fraud while maintaining employee oversight in decision-making processes.

  • New privacy-enhancing technologies enable secure data sharing with law enforcement and financial institutions, further protecting sensitive information.

Meta's Controversial Move to Integrate AI-Generated Users into Facebook and Instagram

Intelligence:  Meta plans to introduce AI-generated users on Facebook and Instagram, signaling a departure from genuine human interaction as it struggles to regain youth engagement following its costly metaverse venture.

  • Meta, under Mark Zuckerberg, has faced challenges reinventing itself after significant investments in the metaverse proved unsuccessful, leading to layoffs and financial losses.

  • The company previously experimented with celebrity AI avatars, which were met with criticism and later scrapped after less than a year due to negative reception.

  • Meta's new initiative involves users creating AI avatars intended to function like human accounts, capable of generating and sharing content across its platforms. Connor Hayes, Meta’s VP of Product for Generative AI, indicated that these AI entities will have profiles and could reshape user engagement on Facebook and Instagram.

  • While users have created hundreds of thousands of characters since the launch of AI Studio in July, most remain inactive, questioning the engagement potential of AI avatars.

  • The integration also comes amid rising alarm about AI's impacts, including emotional risks linked to AI relationships and the spread of misinformation, emphasizing the need for safeguards.
